It depends…I see it much more related to physical sensations… for example:
My hypothetical LT1 140bpm LT2 168

Well rested OK (a bit of Delay but immediately reaches 0.75 for Lt1 and 0.5 for Lt2)

Tired… reaches 0.75 already at 120bpm with high stress perception
There’s a lengthy thread on AlphaHRV over on the intervals.icu forum. I’ve never tried installing it myself.
